AREAS AFFECTED: Madison, IL
DESCRIPTION: At 914 PM CDT, local law enforcement reported water over the roadway near Plummer Family Park east of Edwardsville. Between 1 and 3 inches of rain have fallen. Additional rainfall amounts up to 1 inch are possible in the warned area. HAZARD...Flash flooding caused by heavy rain. SOURCE...Law enforcement reported. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. Some locations that will experience flash flooding include... Edwardsville, Glen Carbon, Troy, Bethalto, Roxana, Carpenter, Hamel, Fruit and Kuhn. This includes Interstate 55 in Illinois between exits 23 and 30.
INSTRUCTION: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding.

Cumulus clouds are fluffy and textured with rounded tops, and
may have flat bottoms. The border of a cumulus cloud
is clearly defined, and can have the appearance of cotton or cauliflower.
Cumulus clouds form at low altitudes (rarely above 2 km) but can grow very tall,
becoming cumulus congestus and possibly the even taller cumulonimbus clouds.
When cumulus clouds become taller, they have a greater chance of producing precipitation.
